Main Objective: To promote the development of palliative care in health care institutions in developing countries
Purpose: To support faculty palliative care positions for nurses or physicians in developing countries.
Terms:
1. The IAHPC Board members will identify and/or select potential outstanding candidates and institutions. These candidates ideally should have completed formal training in hospice/palliative care in a recognized institutional program and should have the intention to return to their home country (if they are abroad) and develop a hospice/palliative care program.
2. Institutions will need to be based in a developing country and should have the intention of implementing a long term position in palliative care. IAHPC is unable to sponsor programs which there is a US embargo.
3. IAHPC will negotiate with the potential employer (university, hospital, or local government authorities) the terms of appointment in such a way that IAHPC will fund the salary of the candidate for a period of five years with the following terms:
IAHPC will cover the salary only plus the cost of some educational material. Benefits, bonuses and other additional payments should be covered by the institution
* The amount of the grant will cover the salary following a decreasing schedule in the following way:
o First year: 100%
o Second year: 75%
o Third year: 50%
o Fourth year: 25%
o Fifth year: Educational materials only
* The employer will be responsible of covering the remaining percentages of the salary each year, starting from the second year.
* The salary should be comparable to other positions in public settings in the country where the application is coming from, according to the figures provided by the International Labour Organization (ILO)
4. During the 5 year period the employee will be required to comply with mastering clearly defined goals in the clinical development, administrative, educational and research areas. Funding will be contingent to the demonstrations of achievement in specific goals in each of these four domains.
5. IAHPC will identify a mentor/monitor for each program who will provide training, technical support, and will be responsible for providing brief reports to the IAHPC office. His/her role will especially be focused on the completion of the objectives set at the beginning of the program and the completion of the goals from above.
